Small error in accounting

The State of Connecticut had a Budget surplus, a really large Budget Surplus, (what?) oh wait a minute, it's how large?  

Not as large as we were lead to believe. According to the Day Paper, Govenuer Malloy's Budget Office and the nonpartisan Office of Fiscal Analysis of the General Assembly have come to an agreement. It seems that the January issued projected Fiscal year (June 30) is not at the 504.9 million they said it would be. The Figure posted today looks like closer to $43.4 million. So it would appear there was either a Snafu in figuring or someone did an awful lot of spending. So much for the pension raise and taxpayer $55 per person tax refund.
