I am confused...The Tour de France...

There is a pursuit car in the photo, a motorcop in the photo, two bicyclists in the photo...
Who are all the rest of these people, one on his back, one behind the motorcycle, one to the right, and no bicycles.  The motorcycle coming up from the right rear probably has a few questions also.
