Klaatu (the alien, played by Michael Rennie) has just shut the power off to the entire world as a show of non-destructive power)

The Motor-cop is kicking over his powerless bike,  (which he continues to do for about a half hour).

Little did the world know, this had nothing to do with Klaatu, the Robot, or any outside influence, the simple truth is, this is a 1950 Harley.     It as normal to kick it over for ever.
