6 year old suspended for kiss

A six year old was suspended from school for kissing a girl he likes. The board suspended him for "Sexual Harassment". now the six year old is asking his parents questions most parents don't have to explain to a six year old, "What is Harassment, What's Sexual, What's Sex"? 

The school superintendent says that the no tolerance for touching derives from the no bullying law, and the law does not make a distinction. 

According to well known psychologists, kissing at this age is normal, and by punishing a child for it is a detriment to children. It would appear we want children to not be children.

Perhaps it's time to make a distinction in the law, How hard could that be?

I guess it's a good thing Norman Rockwell, didn't create his works in that town, they probably would have put him on the Sexual offenders watch list.
