The oil is contained by a gasket that seals the shaft hole between the cover and the case. The gasket can and does (I am told) slip out of place causing a leak.
What this picture doesn't show is the sleeve on the back side of the primary cover that meets the sleeve where the shift rod would come out.
Now There is more oil in the primary than there should be, so the seal needs sealing. This problem must be rather frequent if someone went out and produced a aftermarket repair part for it.
Something perhaps Harley should buy and put in the extended shift kits they offer.
Simply put it is a plug with orings that bolts in the shaft hole.
Sealing the leak at it's source
So instead of buying the primary gasket and the shaft gasket I have ordered one of these. Once it comes in I will purchase the other two items and do the repair once. (With any luck)
At 30 and change for the plug and whatever it will cost me for the gaskets, Jenny has me still ahead of the game in money savings. Those few dollars for repair still in no way add up to what I would have lost at the casino if Jenny carried a helmet.
