I have a question about IRL.

My question has to do with IRL Rules, rules implementation ,and enforcing. Who, what sporting body makes and enforces the rules for Indy Racing?  I have never really watched a race before because I do not really care for oval racing, but Long Beach was running so I tuned in and it was enjoyable.  

During this race, a driver left the pits and they said both right side tires are to remain to the right of the double orange lines when the car exits. Fighting for the lead this car broke that rule, and not by a close graze, he drove over the line with all four tires.  It was announced that the incident was being reviewed, the scene was re-run from different angles, in every view the driver had crossed the line. After what seemed a rather long time for a clear cut rules violation, they announced he had cut the line and they were giving him a warning. 

Now this is why I am asking. Do the IRL powers that be, not have the actual authority to inflict a punishment, or are they lenient of rules infraction enforcement?

I usually watch F1, Formula 1 is governed over by the FIA, the FIA is known for being draconian in it's rules punishment and never ever ask them for an appeal or you will go to the racing gulag. Crossing the line leaving pits will get you a drive through penalty. That penalty will be addressed if you are a back-marker, the race leader, the championship leader or the Championship contender. The FIA will GUT a race over an infraction. Ask Montoya, he drove for BMW in the early 2000's.

The IRL should be careful with soft rule employ, It can cause the "If he didn't get punished then I should get away with it".  Plus, If the race Stewards aren't going to enforce the rules, tell the broadcasters to stop harping on a rules infraction, and for God's sake,stop showing camera angles of a violation. I can see people crossing lines on the highway entrance ramp, let me watch the race.

I realize it is probably a minor rule, Some rule designed so a person just can't fly straight out of pit's into traffic and cause an accident. I mean that's probably how that ruled got made in the first place right. But even if the rule is for something as Lame as driver safety, someone went to the trouble of writing the rule, it was probably voted on the the ruling powers of the time, you just might want to enforce it, or vote to abolish it. because right now You look weak. If your going to blow off blatant rules violations then you as a governing body,probably should not broadcast you are reviewing anything.

It's Just a thought from a Non- Fan of any driver, any team, any track IRL.
