These are a sea slug which floats along on the surface of the ocean eating other similar animals and feeding on Portuguese man or war. The Dragon takes in the venom and stores it to use as a defense. People picking them up have been know to receive a nasty sting.
They reside throughout the worlds oceans in temperate to tropical climates.
