The answer all depends on what State you live in. While many Clubs run Road Guards to protect its riders and many will deploy them into an intersection to block traffic, in most States, this is a big no-no. Not only is it illegal, but the bikers insurance company would most likely not cover any Damages or injuries which resulted from this practice. You see most insurance companies will not pay when their client has involved himself (or herself) in an illegal activity.
Minnesota and Illinois have both solved this problem. Since many Law enforcement agencies and communities are strapped for cash nowadays and will not or cannot provide protection, these States have both passed bills which allow Road Guards to handle traffic. The law requires that the Road Guards become certified as a "Road Guard Traffic Controller". The Guards are trained in intersection traffic control, flagging operations, the rules of the road and Group Ride Instruction. This law not only makes it possible for a Road Guard to handle an intersection but it makes it a misdormeanor for a motorist to not follow the Road Guards instruction,
Ohio and Washington States are both looking into passing similar laws.
It might not be an entirely bad idea if more States follow this lead. Of course the days of a Road Guard flying into an intersection and cranking on the brakes, putting their hand out to stop traffic will come to an end.
It will never happen in CT, the Insurance Capitol of the US.
